Green Transformation Support Program Communiqué
The Communiqué on the Implementation Procedures and Principles of the Green Transformation Support Program (Communiqué) has entered into force through publication in the Official Gazette dated 26.07.2024 and numbered 32613. The Communiqué sets out the principles and procedures for supporting investments that are compatible with the circular economy approach, protecting natural resources, contributing to climate and sustainability goals, and aiming for resource-efficient and low-carbon production in Türkiye.
Important issues in the Communiqué are summarized below:
- Only stock companies operating in the manufacturing industry and residing in Türkiye can apply to the support program as investors.
- Investors wishing to benefit from the support must prepare or a “road map report” (or have it prepared) that includes the green transformation practices to be carried out on a facility basis within the framework of the green transformation strategy and medium and long-term plans of at least 5 years.
- The road map report must be uploaded to the program portal within 40 working days at the latest from the support application and must include at least one project proposal.
- A “green transformation team” consisting of at least 3 people must be formed by the investor to take part in the preparation, implementation and monitoring of the road map report, and a real person who is an employee, partner or board member of the investor must be authorized as the “green transformation leader”.
- The projects to benefit from the support must have project objectives that include concrete and measurable improvements such as energy consumption, greenhouse gas emission amount, carbon footprint, waste amount.
- Applications for the support program will be evaluated by the General Directorate of Strategic Research and Productivity of the Ministry of Industry and Technology.
- It is articulated that, in terms of the projects to be supported, land purchase, building-construction expenditures, machinery, equipment, technology, software and hardware to be purchased, measurement, verification, certification, survey, testing and consultancy services to be made in order to realize the project objectives will be within the scope of support.
- Activities for the installation of a renewable energy generation facility within the scope of the project can be supported with a separate investment incentive certificate to benefit from the regional supports stipulated under the Decree on State Aids in Investments.
- For projects with an investment period longer than one year, the monitoring process is carried out following the completion of each calendar year.
